Do employers have to pay out unused PTO when you leave?

California, Colorado, Illinois, Louisiana, Massachusetts, Minnesota, Montana, North Dakota, and Rhode Island require employers to pay out all accrued unused PTO upon termination. How is PTO accrual calculated?
